Black Hat is an interdimensional, reality hopping aberration. Canonically, he has sold weapons to and done business with the villains of Powerpuff Girls, Adventure Time, Mighty Magiswords and OK KO!, to name a few.
No matter who you play, however, I will always assume that Black Hat does not know them, or heard of them, or knowingly done business with them, unless you want this to happen.
Feel free to specify HERE if you want Black Hat to have knowledge of your character!
NOTE: This will be business related knowledge only. He will not know anything personal unless specified further.
Knowledge can extend towards villains and heroes alike.
As for permissions, the only thing I ask is that you contact me and ask for my permission when it comes to fighting with, doing serious damage to, or mortally wounding Black Hat.
While canon might suggest he is "invulnerable", I'd rather not assume anything, and I love nothing more than talking over potential failures on Black Hat's part.

WHAT WE KNOW
Feb. 3rd, 2018 09:59 pm1: Black Hat is not human nor mortal. Think more Lovecraft. We think.
2: He can shapeshift into many, many things, and sells the ability to do this to other villains as well. In a kit. He calls this ability 'skin changing'. His most recent demonstration of shapeshifting, changing into 5.0.5, shows that his ability to manipulate his appearance is almost perfect. He can also make himself bigger, demonstrated when he lost his temper in "Sculpting Evil", and in the first official comic.
3: You can't take off his hat. He won't stop you from it, but there's a hat under that. And a hat under that hat. And a hat under that hat under that hat under that hat-
4: Black Hat is passionate about his job, and genuinely loves what he does a lot, and loves being a bad guy. Hence, when the villains under scrutiny in his videos fail to live up to his expectations, he... loses his temper. Magnificently.
5: That being said, Black Hat could not be more dispassionate about literally anything else he doesn't have an interest in. Right in the middle of the Mojo JoJo review, he got bored and wandered off to practice his putting and read the paper.
6: He has eye lasers. He's shown them off twice now, and once to hit Flug.
7: He's pretty resigned to the fact that 5.0.5 is there, despite making it clear he doesn't seem to care much about him. This doesn't stop him from occasionally attempting to sell the bear. And Demencia.
8: The only person he doesn't actively seem to try and be rid of at any time is Flug. He needs him to make stuff. Flug has proven his worth in that respect.
And only that one.
9: Black Hat can both sing, play the organ and play the violin! The violin is stringed with real cat gut, and his singing has been known to drive the listener to crushing, crippling insanity. The organ appears to be a massive, summonable instrument.
10: He can drink, and enjoy, awful, acidic, flesh melting poison. He can enjoy it, but he's very picky and tends to enjoy his drinks on the bitter side. Apparently, face melting radioactive acid is just too sugary for his tastes.
